what if, after shooting Pres. Kennedy in Dallas, Oswald is never caught? He gets away scott-free, lives the rest of his life in non-descript obscurity, and dies without ever saying a word about his role in the killing.

Alternately; He gets away as with it as described above but confesses on his deathbed.

Unlikely. I believe that 3 members of the janitorial staff were on the
floor immediately below the sniper nest and they knew very well that
Oswald was up there. Thus, the police alert for him is still going out.
He has to have a very good getaway plan (which includes abandoning his
wife).

They knew a man was up there, but they didn't know him by name. Inexplicably Oswald was allowed to leave the building, still unidentified, after the shooting. He was actually arrested for the shooting of a Dallas police officer about 45 min after he shot Kennedy.

So posit that he does have a working get-away plan. With no name and only a vague description and a little luck I think it possible that he could have escaped. That's what the What-If is all about after all.

He moves back to the USSR and tells them what he did?

Hallo,

He moves back to the USSR and tells them what he did?
... where he vanishes without a trace in a loony bin or an unmarked
grave. Or the Soviets deliver him back to he US as a gesture of extreme
good will.

I think this is the most likely outcome but it wouldn’t be the Soviets burying
him in a hole, it would be Wall Street.

And with no shooter on hand, the conspiracy theories on the one hand are
greatly under-cut while on the other, greatly expanded to include anyone
and everyone.

For sure - after all retaining him would encourage the US government
to think the Kremlin had masterminded the assassination of the
President.

That only happens in spy novels or TV political dramas not in real
life.

would any 1963 country shelter him? I don't even think a country like North Korea or one of the African Marxist/nationalist/anti-western dictatorships of the time would want anything to do with him.

The Russians expelled him earlier and certainly do not want him back, if
they suspect that he is the killer of Kennedy, it's much too dangerous to
take him back.

Assume that Oswald plans better. He shoots Kennedy, makes his
"egresses", catches his flight out of Dallas, connects in NYC with
Aeroflot, and flies a Warsaw Pact country. Once there, he either
continues to shut up about what happened, or confesses to a "handler".
If he keeps quiet, he becomes yet another defector. Big deal.
If he opens his mouth, he becomes subject of an internal
investigation: is what he said true (defectors will tell you
anything), and what do "we" do about it? Send him to local equivalent
of "salt mines"? Let him have a fatal accident? Turn him over to a
Fraternal Socialist Allies? Turn him over to US authorities, with or
without fanfare? (Amount of Fanfare can be a function of how long
after arrival do The Authorities learn of his actions. I.e., if he
waits a few years, nope, not going to let him see light of day, let
along US Embassy.)

Each of those options have complications.

lunch.
