While Bismarck was defeating the countries around Prussia and creating
Germany, the Russians did little. What would happen if the Russians had
actively tried to stop him?

Depends on how do you define "actively".
AFAIK, during that time Russia was busy with a number of great reforms
(among them the liberation of the serfs and the modernization of the army).
It could lead to another diplomacy (new Germany getting closer to
England and France), or a "German-Russian" instead of a "French-German"
war that would end in unified Reich.
And what would Austria-Hungary do?
And what would the Polish do?

Depends on how do you define "actively".
AFAIK, during that time Russia was busy with a number of great reforms
(among them the liberation of the serfs and the modernization of the army).
Just about everyone else in that area was busy too with reforms. It did not
stop them from making war.
