What would it take to elect Temple to Congress?

A lot of people love Shirley Temple the tap dancing cutie pie but will be repelled by Shirley Temple the hard-right Republican Party politician.

1) She establishes herself as "commie-eating American Sweetheart" in the
50's after her husband #2 is killed in Korea?

2) Like Reagan, she becomes a public figure (?) for a corporation and
builds up a reputation as smart conservative?

And what if another Republican chooses her as running mate to establish
himself as "women's right" candidate - could Shirley Temple become
Nixon's VP in 1968?

I wonder how long she will last. San Mateo County preferred moderate
Republicans, not conservatives. If McCloskey blows it in 1967, someone
else might successfully challenge Black in some future primary--or else
she might eventually lose to a Democrat in a general election.

To be a litle more precise: In 1967, the California 11th Congressional
District, where McCloskey and Black were running, included all of San
Mateo County, the suburban county south of San Francisco. For the 1970's,
population growth required the district to be divided in two: the new
11th District, in northern San Mateo County, while it did have some
conservative and well-to-do suburbs, was dominated more by blue-collar,
Democratic-leaning suburbs like South San Francisco and Daly City. It
elected Leo Ryan, a Democrat, to Congress in 1972 and re-elected him
until his death at Jonestown. http://en.wikipedia.org/wiki/Leo_Ryan The
new 12th District consisted of the generally wealthy suburbs in southern
San Mateo County (including Woodside, where Black lives) combined with
northwestern Santa Clara County--what is now called Silicon Valley.

I assume Black would choose the 12th District, because it was more
Republican than the 11th. But she was not really the *kind* of Republican
that voters in the 12th wanted. They wanted a moderate Republican who was
fairly liberal on cultural issues and especially one who was tech-savvy.
After McCloskey, two of the three GOP Congressmen the 12th elected fit
this mold exactly--Ed Zschau and Tom Campbell. (It did elect a right-
winger *once*--Ernie Konnyu in 1986. But this was more or less a fluke.
because "two Republican rivals who fit the district mold made late
decisions not to run." Congressional Quarterly's *Politics in America
1990,* p. 130.) In 1988, Campbell defeated him in the GOP primary, and
went on to narrowly defeat the Democratic candidate, Anna G. Eshoo, in the
general. (With the decline of moderate Republicanism, the Silicon Valley
district, renumbered the 14th since 1992, has definitely swung to the
Democrats. When Campbell gave up the seat to run unsuccessfully for the
Senate in 1992, Eshoo won it and has been re-elected ever since. Her
pro-business but socially liberal politics are not all that different from
those of Zschau and Campbell.)

In short, unless Shirley Temple Black is less conservative than I think
she is, her long-term prospects for hanging on to this district seem poor.
Of course it's theoretically possible that before the district turned far
enough to the left to reject her, she would use her congressional seat as
the basis for a statewide campaign--maybe for the US Senate against John
Tunney in 1976? If nominated, she might defeat the vulnerable Tunney--but
she has to win the GOP primary first, and Hayakawa would be hard to beat
there...
