Sudit later said that "The intent was not to hit Adenauer but to rouse the
international media. It was clear to all of us there was no chance the
package would reach Adenauer." It may indeed have been unlikely that the
bomb would have reached Adenauer before exploding--but suppose it did?

I tend to agree with Herzel Makov, the director of the Menachem Begin
Heritage Centre, .. "that he knew nothing about Begin’s involvement in the
bomb plot."

It certainly would have stained German Israeli relations.

If some evidence had come foward to link Begin to it, the Israeli goverment
under Ben Gurion would have not hesitation about sending him for trial.

I think the biggest effect would be in Israel; Revisionist
Zionism would take a huge hit in credibility. Very likely,
a cohort of RZ leaders would be imprisoned and permanently
banned from politics.
