US crime rates from 1990s to 2018 stay within their 1980-1996 range

Crime rates in the US dropped significantly since the 1997 from where they stood through the 1980s and mid 1990s. They've stayed in a lower range throughout the OTs and 2010s.

Here's the alternate history challenge -

Keep them at least in the range of where they were from 1980 to 1996 through the present-day, never sinking below the floor of where they were in 1996.

Roe v Wade - US Supreme Court rules to keep abortion illegal.

Yes, this can probably help achieve this. After all, if the poor and crime-prone have more children, then there will probably be more criminals in U.S. society (I'm assuming that criminality--like many other human traits--is partially genetic).

There are some doubts about the theory, the wiki page summarizes a few.

I get the theoretical idea, abortions are probably disproportionately carried out by people in worse circumstances, more likely to raise their children in those circumstances, and so on, leading to criminality.

However, one of the counter arguments is that its people with unplanned and unwanted pregnancies who lack the organizational and planning skills to even get an abortion despite it being legal are probably the ones who are having the kids most likely to be criminal.

A woman who exercises the decisiveness, organization, planning and resourcefulness to have an abortion though is probably fairly likely to have raised their kid to not be a violent criminal if she had to, even if those kids live relatively impoverished and unprivileged life.
