My guess is that he'd do pretty much the same as Carter although while
he might have given an oil self-sufficiency speech he would have been
smart enough not to call it the Moral Equivalent of War which has to
be the most unfortunate acronym for a presidential speech ever. (What
Carter actually SAID in that speech was actually quite good but no one
was paying attention after they realized the acronym)
